Pradhan Mantri Krishi Sinchayee Yoiana (PMKSY)

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, has given its approval to a new scheme the “Pradhan Mantri Krishi Sinchayee Yojana” (PMKSY). It will have an outlay of Rs. 50,000 crore over a period of five years (2015-16 to 2019-20). The allocation for the current financial year is Rs. 5300 crore.

The major objective of the PMKSY is to achieve convergence of investments in irrigation at the field level, expand cultivable area under assured irrigation (Har Khet ko pani), improve on-farm water use efficiency to reduce wastage of water, enhance the adoption of precision-irrigation and other water saving technologies (More crop per drop)by exploring the feasibility of reusing treated municipal based water for peri-urban agriculture and attract greater private investment in precision irrigation system. The scheme also aims at bringing concerned Ministries/Departments/Agencies/Research and Financial Institutions engaged in creation/use/recycling/potential recycling of water, brought under a common platform, so that a comprehensive and holistic view of the entire "water cycle" is taken into account and proper water budgeting is done for all sectors namely, household, agriculture and industries.

Ten things to know about the GST Bill

The Goods and Services Tax is one of the main items on the finance agenda of the BJP government. Finance Minister Arun Jaitley has said that it can raise India’s GDP by one to two per cent.As the Lok Sabha takes up the GST Bill, here is your cheat sheet to the debate:

  1. Officially, the Constitution (One Hundred and Twenty-Second Amendment) Bill 2014.
  2. It was introduced in the Lok Sabha on December 19, 2014 by Finance Minister Arun Jaitley.
  3. The Bill seeks to amend the Constitution to introduce a goods and services tax (GST) which will subsumes various Central indirect taxes, including the Central Excise Duty, Countervailing Duty, Service Tax, etc. It also subsumes State value added tax (VAT), octroi and entry tax, luxury tax, etc.
  4. The Bill inserts a new Article in the Constitution make legislation on the taxation of goods and services a concurrent power of the Centre and the States.
  5. The Bill seeks to shift the restriction on States for taxing the sale or purchase of goods to the supply of goods or services.
  6. The Bill seeks to establish a GST Council tasked with optimising tax collection for goods and services by the State and Centre. The Council will consist of the Union Finance Minister (as Chairman), the Union Minister of State in charge of revenue or Finance, and the Minister in charge of Finance or Taxation or any other, nominated by each State government.
    Ten things to know about the GST Bill
  7. The GST Council will be the body that decides which taxes levied by the Centre, States and local bodies will go into the GST; which goods and services will be subjected to GST; and the basis and the rates at which GST will be applied.
  8. Under the Bill, alcoholic liquor for human consumption is exempted from GST. Also, it will be up to the GST Council to decide when GST would be levied on various categories of fuel, including crude oil and petrol.
  9. The Centre will levy an additional one per cent tax on the supply of goods in the course of inter-State trade, which will go to the States for two years or till when the GST Council decides.
  10. Parliament can decide on compensating States for up to a five-year period if States incur losses by implementation of GST.

1. Former Odisha Chief Minister J.B Patnaik passes away
Former Odisha Chief Minister J.B Patnaik passes away
(i) Former Governor of Assam and three-time Chief Minister of Odisha Janaki Ballav Patnaik is no more. 
(ii) He passed away in a private hospital at Tirupati in Andhra Pradesh at 3 am on Tuesday, family sources said.
(iii) Mr. Patnaik, a veteran Congress leader, was 89 years old and is survived by his wife Jayanti Patnaik, son Pruthvi Ballav Patnaik and two daughters – Sudatta Patnaik and Supriya Patnaik.
(iv) According to his son-in-law Soumya Ranjan Patnaik, Mr. Patnaik had gone to Tirupati from Bhubaneswar on Monday to attend the convocation ceremony of Rashtriya Sanskrit Vidyapeetha there on Tuesday. Mr. Patnaik was Chancellor of the university.

2. Xi launches $46-bn investment plan in Pakistan
(i) China on Monday cemented its “all—weather ties” with Pakistan by agreeing to build a strategic USD 46—billion economic corridor through the PoK as part of 51 deals signed, expanding the communist giant’s influence in the region.
(ii) Chinese President Xi Jinping unveiled his country’s biggest overseas investment — the ambitious 3,000 km—long China—Pakistan Economic Corridor (CPEC) — during his historic maiden state visit to Islamabad.
(iii) A total of 51 agreements were signed in different fields, including infrastructure projects, energy generation, agriculture, education, telecommunications and research.
(iv) Of the 51, 30 agreements were linked to the strategic corridor, regarded as the biggest connectivity project between the two countries after Karakoram highway built in 1979.

(i) Nasim Zaidi on 19 April 2015 assumed the charge as Chief Election Commissioner (CEC) of India. He succeeded Hari Shankar Brahma, who had retired on 18 April 2015.
(ii) With this, Zaidi became India’s 20th CEC. He will be the sole member of the three-member Election Commission till the government fills up the two vacant posts of election commissioners. 
(iii) He will have tenure of two years as he will attain the age of 65 in July 2017. 
(iv) Nasim Zaidi is a 1976 batch IAS officer from the Uttar Pradesh cadre. He had served as the Director General of Civil Aviation (DGCA).

(i) Former Delhi Police Commissioner Neeraj Kumar was on 20 April 2015 appointed as chief adviser of the Board of Control for Cricket in India’s (BCCI) Anti-Corruption & Security Unit (ACSU). 
(ii) He will have a term of one year, that is, till 2016. Kumar succeeded Ravi Sawant.
(iii) His appointment was made during Governing Council Meeting of the Indian Premier League (IPL) chaired by IPL chairman Rajeev Shukla in New Delhi. 
(iv) Neeraj Kumar is a 1976 batch IPS officer of the AGMU cadre. Earlier, he has served as the Delhi Police commissioner for 13 months i.e. from June 2012 to July 2013.

6. Amazon launches website for businesses to buy supplies online
(i) In line with vision to be India’s most customer centric company online market place Amazon has launched Amazonbusiness.in, a members-only B2B ecommerce website in India.
(ii) The website, at present, is serving businesses in Bengaluru.
(iii) According to the company, the website allows businesses to purchase their frequently needed business supplies and products for retail in bulk quantities at wholesale prices. 
(iv) The registration is currently open for businesses in Bengaluru including small office and home offices, kirana stores, drugstores, hospitals, hotels, and restaurants. Businesses in Bengaluru can register for free and place an order as low as Rs. 1000.
(v) “With Amazonbusiness.in, businesses now have an opportunity to unblock their working capital as they no longer need to face issues like inconsistent stock availability and long vendor lead times. 
(vi) They can order any day of the week and get 1 to 2 day delivery from Amazon’s reliable delivery service. 
(vii) They also get competitive and transparent prices and invoices with their VAT and CST identification numbers,” the company said in a statement.

(i) A Japanese maglev, which is the fastest passenger train in the world, has broken its own speed record.
(ii) Operator JR Central said the train reached 603 kmph in a test run on Tuesday, surpassing its previous record of 581 kmph set in 2003. The train travelled for about 2 km at a speed exceeding 600 kmph.
(iii) Japan’s high-speed rail services are among the most advanced in the world, with hundreds of trains running each day with minimal delays.
(iv) The Maglev Test Line, near Mount Fuji about 80 km west of Tokyo, is developing technology for use on a future link between Tokyo and Osaka. 

7. Sulekha.com raises Rs 175 crore from GIC, NVP
(i) Chennai-based local listing services provider Sulekha.com, on Tuesday said that it has raised Rs. 175 crore from the sovereign wealth fund of Singapore-GIC and Norwest Venture Partners.
(ii) The fresh fund raised would be used to further expand the platform and invest in technology and branding, the company said in a press release.
(iii) Commenting on the development, Satya Prabhakar, Founder and CEO of Sulekha.com, said, “This investment by GIC and Norwest is a powerful endorsement of the vast potential of the local services opportunity in India and Sulekha’s ability to prosecute it successfully”.

9. New kid in Wipro's block: Rishad Premji to join company board from May 1 
(i) Wipro posted a 1.2% sequential decline in quarterly revenue, weighed down by currency fluctuations, as India's third largest software services exporter fell short of its own expectations, after results of top-tier rivals Tata Consultancy ServicesBSE -0.16 % and HCL TechnologiesBSE -3.48 % underwhelmed investors.
(ii) WiproBSE 0.67 % also elevated chief strategy officer Rishad Premji to its board. His appointment will be effective May 1.
(iii) "It is an absolute privilege and honor to be invited to the board of Wipro, a company built over the past 70 years on the bedrock of uncompromising integrity and the hard work of thousands of Wipro-ites," said Rishad Premji in a statement.
(iv) For the January-March quarter, Wipro posted a net profit of $366 million, up 2% from last year. Revenue rose 3.2 to $1.77 billion from last year. Sequentially revenue declined by 1.2%.

(ii) After some of the parties in the matter raised the issue of heading the five-judge bench headed by Justice JS Khehar, it decided that before going into merits of the impugned law it will settle the issue as to which judges of the Supreme Court can hear it.

Navy launches stealth destroyer INS Visakhapatnam
(i) India Navy’s new stealth destroyer, Visakhapatnam, designed indigenously and fitted with advanced features, was launched here today, boosting the maritime force’s firepower capability.
(ii) The Kolkata-class warship, the first of P15-B stealth destroyers, was launched by Minu Dhowan, wife of Chief of Naval Staff Admiral R K Dhowan, at Mazgaon Docks Ltd (MDL).
(iii) The ship, weighing approximately 3,000 tons during the launch, is slated to be christened as ‘INS Visakhapatnam’ on commissioning.
(iv) The 163-metre-long vessel will be propelled by four gas turbines, and is designed to achieve a speed of over 30 knots at a displacement of approximately 7,300 tons.

(i) Bollywood actor Shah Rukh Khan and teen idol Zyan Malik on 17 April 2015 were honoured at the 5th Asian Awards held at the Grosvenor House Hotel in London.

(iii) Galactic cosmic rays (GCRs), high-energy radiation that originates outside the solar system are a major issue facing future space travellers venturing beyond low-Earth orbit.

(ii) Sherpa was in news as during her third ascent to Mount Everest she will take a cricket bat and two jerseys of deceased Australian cricketer Phil Hughes.
(iii) Chhurim Sherpa is a Nepali mountaineer, who became the first woman to climb Mount Everest twice in the same season, a feat which was verified by the Guinness Book of World Records in March 2013. 
(iv) She accomplished this feat in 2012, by climbing Everest on 12 May 2012 and 19 May 2012.

ICICI launches NFC-enabled payment service ‘Tap-n-Pay’
ICICI launches NFC-enabled payment service ‘Tap-n-Pay’
(i) Largest private sector lender ICICI Bank in collaboration with Tech Mahindra launched a payment service ‘Tap-n-Pay’ based on the near-field communications (NFC) technology, enabling customers make over-the-counter payments without using cash.
(ii) It can be used for merchant payments by merely tapping a NFC-enabled mobile phone or a tag on the counter.
(iii) The service is a close-end one, only for a close group of customers, like canteen payments at the work place, and not universal like a debit or credit card, the banks said in a statement, adding the merchant will have to first register for the service and then enroll customers for using it.
(iv) The account, christened ‘Tap-n-Pay’, has been launched in association with Tech Mahindra, will help reduce dependence on cash.
(v) Any person having any bank account, and not limited to ICICI customers, can avail the service

BHEL commissions 250 MW power plant in Gujarat
(i) State-owned power equipment maker Bharat Heavy Electricals Limited (BHEL) on Monday said it has commissioned a 250 MW coal-based thermal power plant in Jamnagar in Gujarat for the state’s electricity corporation.
(ii) “The unit has been commissioned at Gujarat State Electricity Corporation Limited’s (GSECL) Sikka Thermal Power Station (STPS)... on EPC (engineering, procurement and construction) basis,” the company said in a statement.

(i) World Heritage Day was observed across the world on 18 April 2015. The day is observed with an aim to create awareness among the people to conserve and protect the valuable assets and cultural heritage across the world.
(ii) The day marks the necessity of protecting the historical monuments and sites located in every part of the world by making collective efforts at international level.
(iii) The first world Heritage Day was celebrated on 18 April 1982 by the International Council on Monuments and Sites (ICOMOS) in Tunisia and was approved in 1983 by UNESCO.
(iv) The 2015 World Heritage Day also marked 50th anniversary of ICOMOS.  

Vankadarath Saritha joined as first woman bus driver of the DTC
(i) She is a 30-year-old driver from Nalgonda in Telangana. She has been posted in day-time duty at the Sarojini Nagar depot and will start working officially from 20 April 2015.
(ii) Saritha started her career as an autorickshaw driver and has worked as a bus driver earlier in Hyderabad too. 
(iii) Before getting selected for the DTC, she was working as a taxi driver in Delhi. The recruitment of Saritha into DTC will lessen the gap of gender inequality.

Indian women suffer defeat to Kiwis in Hawke’s Bay Cup

LIC buys Rs 300 crore Infosys shares in Q4
(i) State-owned life insurer LIC has shored up its stake in Infosys to 4.81 per cent, purchasing shares worth over Rs 300 crore in the January-March quarter.
(ii) This is the fourth consecutive quarter of share purchase by LIC in the software services firm.

Basically small entrepreneurs and small businessman are often cut from banking system because of limited branch presence, so MUDRA bank will partner with local coordinators and provide finance to small and micro businesses. The bank will be set up with the initial corpus of Rs 20000 cr and a credit guarantee corpus of Rs 3000cr.

SHISHU- This is the first stage and in it the loan will be given for upto 50000 Rs.
KISHOR- In the second stage a loan amount will be ranging from 50,000 to Rs 5 lakh.
TARUN- This is last category which will provide upto Rs 10 lakh.
The bank will cater to 5.77 crore small business units that spread all across India who currently find it difficult to acess credit from the regular banking system. 

According to Mr NARENDRA MODI the bank would help over 6 cr families out of which 65% of them belongs to scheduled caste and scheduled tribes.
